Kotor, Budva, Durmitor: internet, eSIM, and roaming (2026)
Montenegro packs bays, beaches, and mountains into one trip. Telenor Montenegro eSIM works from the Croatian border to Durmitor—no kiosk queues, no roaming surprises.
Updated: Jan 2026 · Tests: Jul 2025
- Bay of Kotor/Blue Cave boats: Telenor 4G during tours; stories upload while on the water.
- Budva promenade: 40–60 Mbps daytime; 25–40 Mbps at night crowds.
- P1 switchbacks & Durmitor: full 4G on P1; mountain trails have normal dead zones.
- Roaming: €9–11/day typical – keep home-SIM data off at the border.
Pre-trip checklist
- Install a Montenegro eSIM (Telenor) at home; enable data only after you cross the border.
- Download offline Google Maps (Kotor, Budva, Žabljak) and Durmitor trail maps.
- APN = "internet"; lock manual network to Telenor to avoid latching onto neighbors.
- Carry a 10k–20k mAh power bank—boats and hikes drain phones faster.
Bay of Kotor and boat tours
- Kotor/Perast/Tivat: Telenor 4G, 35–55 Mbps; uploads 8–15 Mbps—IG Stories go through instantly.
- Blue Cave / boats: Stable 4G most of the tour (2025 test). Brief drop near the cave entrance.
- P1 switchbacks (Kotor–Cetinje): Full 4G across all 25 bends; live photos/videos work at viewpoints.
Budva and the coast
- Budva promenade: 40–60 Mbps by day; 25–40 Mbps during evening concerts.
- Sveti Stefan / Bečići: Full 4G; minor upload dips at peak hours.
- Herceg Novi: 30–45 Mbps; near the Croatian border, phones may try to roam—keep manual Telenor lock.
Durmitor and mountains
- Žabljak town: Stable 4G; 20–35 Mbps.
- Trails (Crno Jezero, Bobotov Kuk): Expect gaps—download offline maps and set an SMS check-in time after hikes.
- Tara Canyon: Little to no signal at the canyon floor—save tickets offline.
Roaming pitfalls
- Croatia/Albania borders: phones may latch to foreign networks → daily roaming fees. Lock to Telenor.
- Evening promenades: bar Wi‑Fi gets saturated; roaming can toggle on after brief signal loss—keep home-SIM data off.
- Daily roaming packs often cap at 1 GB; a day of photos/Stories exceeds that.
